GPL-3.0, plainly

GPL-3.0 lets you use, study, modify, and redistribute the WordierPress code, but redistributed versions must keep the same freedom.

Good: strong user freedom, source availability, WordPress ecosystem alignment, anti-lockdown protections, and clear rights for site owners.

Tradeoff: if you distribute modified WordierPress code, you must provide matching source under GPL-3.0-or-later. GPL does not grant rights to our trademarks, hosted services, private infrastructure, or paid support.
